Steph Rogers - Area Operations Manager, South East Wales
Steph has worked at our services in South East Wales since 2003. Steph has led services in South East Wales, Carmarthenshire and the South West of England. Since 2018 she has been the Area Operations Manager for services in Blaenau Gwent and leads on Quality across the whole of Mencap Cymru.
Outside work, Steph enjoys gardening and spending time with friends.

Monica Jeff & Kirsty O'Neill - Acting Area Operations Manager, Ceredigion

Kirsty started working at Mencap in 2003 as a support worker, progressing to a support worker with additional responsibilities and then service manager. In 2024, Kirsty was appointed Acting Area Operations Manager for Ceredigion, job-sharing with Monica Jeff. Outside work, Kirsty enjoys seeing live music and spending time with her daughter, family, and friends.

Tina Routledge - Area Operations Manager, North Wales

Tina has 4 grown-up children and 5 grandchildren, taking up much of her spare time! She lives near the sea and enjoys walks along the beach and reading.

Hayley Parker - Area Operations Manager, Carmarthen & Pembrokeshire
Hayley joined Mencap Cymru as a support worker in 2014 in Carmarthenshire. In the last decade, she has held several roles including support worker with additional responsibilities, assistant service manager and service manager. In 2023, Hayley was appointed as the Area Operational Manager for South Wales, focusing on Carmarthenshire and Pembrokeshire.
Hayley enjoys sports-packed weekends with my children and recently attended her first music festival, which she hopes to do more of in the future.

Derek Adams - Head of Operations
Derek began his career with Mencap in 1991 as a community link worker in the Cynon Valley. One of the longest-serving staff members, Derek has led our advice and information services for 15 years. As Head of Operations, he has responsibility for the Wales Learning Disability helpline, its regional caseworkers, the Compass project in Carmarthenshire, and is our early years lead.
Derek loves motoring, DIY, and being at his Caravan with his family in Tewkesbury.

Sian Davies - Head of Impact & Learning
Sian joined Mencap in 2007 as Project Manager of the Partners in Politics Project. Today Sian is responsible for supporting teams, services and projects to understand what impact our work is having on people's lives. She will also support teams to reflect on how to work more co-productively, which is about sharing power and decision-making with people with a learning disability and their families.
Out of the office, Sian enjoys reading, travelling, spending time with family.
